Baltimore’s Deputy Mayor for Economic and Neighborhood Development, Colin Tarbert, is in China as of this writing, as is our own Dr. Gregory Finkelson. Both are contacting and building relationships with Chinese investors who are interested in immigrating to and/or investing in the U.S.

Tarbert is promoting the EB-5 approved 1 Light Street project. According to a statement released by the city, “Colin will be presenting information on Baltimore’s economy [regional and local], the city’s policies to encourage growth and investment such as tax credit programs, and the city programs specifically available for the 1 Light Street project.”

When complete, 1 Light Street will be a 28-story, specialty, multi-use development located in Baltimore’s inner harbor. The complex will feature 280 luxury apartments with separate terrace and club levels on the upper floors. The building will feature 252,000 square feet of parking over nine floors with space for 646 vehicles. The middle nine floors will consist of a mix of nearly 275,000 square feet of office and retail space, of which 5,675 square feet will be ground floor retail.

Although there have been no official announcements, M&T Bank has confirmed that it is in discussions to move its regional headquarters into the facility that will be financed in part by EB-5 investors.
